The Institute, led by Jeffrey Savitsky Ph.D., J.D., provides personnel
testing and evaluation services to public safety agencies. These services
include pre-employment screening services such as written aptitude
tests and oral structured interviews and post-offer psychological
evaluations. Incumbent services include: promotion examinations and
Fitness-for-Duty assessments.

University Bowen Research Center
Public Safety Medical Services has a relationship with two senior
investigators at the Indiana University Bowen Research Center. The
investigators include Terrell W. Zollinger, Dr.Ph. and Robert M. Saywell,
Jr., Ph.D., M.P.H. Project manager Carolyn Muegge, M.S., M.P.H. is
also actively involved. Their services include: research design, data
analysis and reporting, and advice on publishing in professional journals.

White River Psychology, led by William Shipley, Ph.D., provides
Employee Assistance Services to our client departments. His professional
staff features psychologists and social workers. Available services
include individual counseling, marital counseling, family counseling,

Public Safety Medical Services has a partnership with Midwest Toxicology
Services, Inc. to provide drug testing services to our clients.
Our medical director, Dr. Steven Moffatt, serves as their Medical
Review Officer. He performs phone interviews and reviews the results
of all positive drug tests. In addition, he reviews a percentage
of all negative tests for quality assurance. Based in Indianapolis,
Midwest Toxicology Services, Inc. meets all federal guidelines for
collections and can travel to your worksite for testing. Their turnkey
